What to know about mobile data in Costa Rica

Costa Rica has three mobile networks: Kölbi, run by the state utility ICE, plus Liberty and Claro. The regulator Sutel tests them every year, and the December 2025 results differed a lot between operators on both speed and coverage, so the network behind your eSIM matters. Liberty set out to close 2G by the start of 2024, ICE delayed its own shutdown, and 3G was still part of Sutel's 2025 measurements. Signal weakens in the mountains and on remote coasts.

Before you go

  • Ask the provider which Costa Rican network the plan uses, then look at Sutel's published regional results for the areas on your route.
  • Heading to a remote lodge on the Osa peninsula or in the cloud forest? Ask what connection it has. Many rely on Wi-Fi in common areas.
  • Driving between the coasts means crossing the central mountains. Download maps first, since navigation apps need data on the winding sections.
